The State Board of CA is very strict about letting people sit for the exam if they have foreign degrees or non-engineering degrees, so for students that have either of those, the quest to get a P.E. License is admirable. It is in your own interest to learn the subject matter well in order to pass the exam and get a license.

Many people just want to pass the exam and do not even bother to learn the subject. Since the exams are now multiple choice, people think they can just pick one of the four choices at random without even reading the question and still possibly pass.
